6th EBA Open Seminar Report – Disaster Management

On February 5th, the 6th EBA Consortium Open Seminar was held as an online seminar with the topic Disaster Management. The EBA Consortium would like to thank all those who attend and supported.

The following universities attended the open seminar:

  • Chulalongkorn University (CU) – Thailand
  • Keio University (KEIO) – Japan with participation from 3 locations:

Session 1 – BOSAI – Disaster Management by Prof. Satoko Oki (Keio University, Japan)

This session discussed about disaster management. Worldwide disaster trend is highest in Asia with 40% occurrence, 80% victims, 90% affected and 90% damaged in 2011.

The focus ion Asia by disaster type was also discussed. Flood had the highest occurrence by 40% followed by earthquake and storm at 20%. Earthquake had the highest casualties with 80-90% and flood with 10%. Economic damage caused by the disaster is also highest by earthquake with 80% followed by flood with 20%.

What is earthquake? An earthquake is a rupture/tear/break of the rock in the ground. The strength of ground has limit but the area of damage can expands. The higher the magnitude will give larger area and duration of the earthquake, which will also give higher tsunami.

Information is really important to prevent such disasters. Take example of the Japanese Tohoku Earthquake on March 2011. Most people were still alive after the earthquake, but because of lack on information about the tsunami, many people died. To prevent such disaster, we have to consider also about the human science, not only the natural science itself.

Science usually does not reach into people in terms of disaster prevention. Knowledge alone do not give awareness, it is rather given by videos of the disaster itself or from individual stories.

Even if people have the knowledge but not the awareness, it will not give action.

Educational approach to BOSAI (Disaster prevention) was given in Tariket, Himalaya, India from January 21st to 27th 2014. On the 1st day it was a lecture on earthquake science and how to prevent disaster. On the 2nd day it was a workshop in order to put action on what they have learned. Lesson from surviving students, introduction to hazard map making, hazard map hunting inside school buildings, in the campus and out into the town. The workshop was ended with a presentation.

  • March 18th : Walk around the neighborhood of the school to distribute questionnaire to students
  • March 19th : lecture on tectonic settings of Indonesia. Exchange of BOSAI.
  • March 20th : Workshop on hazard map making followed by hazard hunting, making map and presentation.

Session 2 – Social Security Policy (Disaster) Course Presentations (University of the Philippines)

There were 5 speakers in this session:
